Maritime NZ
was pleased to issue Scouts NZ an exemption from the requirement to
have all its patrol craft in a
Safe Ship Management System and the skippers from having to
obtain a commercial qualification, such as
Local Launch Operator.
The Scouts NZ Water Activity
Rules was developed as an excellent example of a safety case for
small craft.
Scouts NZ was the first
organisation to receive such an exemption, which did not name any
particular vessels or limit the number of vessels operated by
Scouting NZ. That MNZ was able to take this step forward to match an
appropriate safety plan with the risk involved, was in no small way
the result of the work done in preparing the safety plan.
Not only was Scouts NZ the first
organisation to be issued such a blanket exemption, MNZ has recommended to other
organisations that they base their own safety plan Scouts NZ plan.
